Ghost is a concept band - it exists in real life, but as a growing story - with ever-changing frontmen played by the same musician, Tobias Forge. There is a loose plot in the form of YouTube shorts and live tour developments, filled in (and not always agreed upon) by fans. Perpetua is the fifth such frontman, and his role - like the Papas before him - is to be the figurehead of the Ministry of Ghost, a Satanic Church, and "spread the gospel" by releasing music and touring with the band, which consists of seven demons, or "Ghouls", summoned for the job by Sister Imperator, Copia, and now himself. Supposedly, he is part of a very important line that may involve the Antichrist and traces all the way back to Lucifer. The vibe is kinda Scooby Doo, or 80's dark fantasy film with Muppets; simultaneously heartfelt and unserious.

background.
SHORT VERSION PLACEHOLDER:
• Perpetua and his twin brother Copia were born at a time of danger and upheaval within the ministry, and so Perpetua was sent away for his own safety with Sister placing a spell over the whole ordeal that prevented anyone from discussing him or where he went (Copia was kept closer by, but raised by Sister's close allies, the Psaltarians)
• He was adopted and raised as a girl by - compared to his real family - very normal parents and grew up going to Catholic schools
• He was periodically visited by what he believed were angels, but were actually two of the demons involved with his family, checking on him (the new one, whom he has always called Umbra, and his god(lol)father Wyn, neither of whom could tell him the truth about himself but evidently loved him)
• He also experienced moments of time slippage, something inherited - unbeknownst to him - from his father; unlike Nihil, who would see both the past and future overlaying the present, Perpetua would see glimpses of the past as if he were passing through a room, fragments that didn't always make sense
• Eventually the struggle of feeling out of place in ordinary life and meant for something bigger (the latter due to the 'angels' visiting him and these possibly divinely granted visions, but also something else he could not express) led him to continuing within the church throughout his teen years and early twenties, reaching the novitiate stage, until a culmination of factors - including the personal revelation that he was, in fact, a man - pushed him to the fringes and then, eventually, out of the church entirely
• He spent the next several years of his life rebuilding his image of himself and the world, indulging in his love of music and pleasure, mysteriously always having just enough money not to struggle, and trying to learn more about the beings that came to him as a child
• He eventually met and had an intense romance with a vampire that ended a little over a decade later with him turned and the two of them parting on difficult, bitter terms
• It was only a handful of years later that he was approached by his 'angels' again, only this time, they were able to tell him the truth and send him on his YA protagonist journey at 50 goddamn years old
• Congratulations! You're the lost twin of a Satanic dynasty and it's your turn to wear the crown (aka facepaint and big hat)
• He got to know the Ministry, his role, and its history while Copia was busy on the Re-Imperatour; he kind of got the impression that Copia was aware of him but that... did not turn out to be the case, thanks once again Sister
• He also spent this time going through Nihil's old journals, which he found under the floorboards in his suite, and the contents influenced a lot of what he wrote for Skeletá; some of them were Nihil's entirely, like Cenotaph
• Sister died at the end of the Re-Imperatour and Perpetua was whisked into his own rehearsals and tour before getting to meet Copia in any real capacity
• Partway into the European leg of his tour, he reunited with his maker for the first time in twelve years and invited him to stay
personality.
Having lived the first fifty years of his life completely outside of the Ministry, Perpetua is the most "I don't know man, I just work here" about his role of all his predecessors. He's easygoing, upbeat, friendly; the 'perky goth' trope to a T. He's been a vampire and fairly comfortable and content with life since the mid-2000s, so aside from the lingering bitterness and frustration regarding his family and why he was sent away, including some insecurity and loneliness around his twin brother's opinion of him, he really doesn't have much to complain about — especially now that he's getting to do what he loves.
He's an understanding and open-minded person who is a little more comfortable with the idea of impermanence and change than his twin brother is (he enjoys the irony of his name for that reason: everybody goes away; you will too, I will too). He's just going with the flow, enjoying his time on this Earth, not taking for granted the advantage that's going to let him stick around a bit longer than most people.
Perpetua has a teasing (and often raunchy) sense of humour that can go a bit far if he's not mindful. He has seemingly infinite patience until he doesn't. Underneath the perky exterior is the biting creature he's felt at his core since he was a child; all the sharp parts of him that he was forced to hide away, that never got to fight back or lash out or get answers, and it fuels him now, comes out in the way he dresses and acts on stage — he just, for the most part, drapes a blanket of general affability over it. Just watch out when he's out for a feed (during which he rarely kills; only drinks just enough from multiple people) because most of the time, that's when he embraces what he sees as his inner monstrousness most fully, acting and moving uncannily in the dark.

vampirism. Perpetua is a vampire, and that comes with the usual benefits and lacks some of the usual detriments because I'm going roughly by Anne Rice (book!!! except everything after Memnoch we don't talk about those) rules. He subsists on blood, sunlight burns him (though having been turned by Lestat and his OP post-Akasha blood helps, and in extreme circumstances like performing for Ozzy Osbourne infernal blood can help him withstand it but it's Not Fun), he has heightened senses and strength, and he can move unnaturally fast (not the cheesy zoomy way, but the blink and you miss it way). Mirrors, running water, and crosses aren't a problem.
time slippage. This is descended from a Nihil headcanon, but he has the ability to see things from the past as if he's there - as an outside observer, usually, but sometimes from the perspective of someone who was present - as if he's walked in on the event itself. Usually it's tied to a particular place, but drinking blood combined with Intention can sometimes show him, more specifically, things from a person's memories.

visual. In costume, Perpetua is striking. Not particularly tall, but you can't miss him; his left eye is white, his mask is reflective silver, his face-paint evokes both a skull and a harlequin, and he's either wearing a bat-themed leather jacket or something sparkly. Out of costume, he does not look anywhere near his age; just an ethereally pretty (thanks vampirism) thirtysomething casual goth with unusual heterochromia who can look like either a friend you haven't met yet or a fucking haunted doll, depending on his facial expression.
demeanor. When he's paying attention and engaged, his demeanour is friendly, outgoing, and a bit impish. When he's not, he genuinely looks like he's going to kill someone. He's trying to work on that.
aural. Toby is 10000% doing something different from Copia here. His voice is higher-pitched, a little scratchier, and his cadence is a little more eloquently expressive than Copia's. He sounds like a showman! Even if some of his phrasing needs work. He also just sounds straight up American, if you don't count Toby's occasional hints of Swedish flavour on the s's and r's.
